I remember this case, and am surprised no one was caught in connection with this case.
It does appear to me that the elevator was disabled, and that the assailant had knowledge of the security camera and was purposefully avoiding being recorded, had to the roof without tripping the alarm, had a key to the chained water tank, and knew where to find a ladder to access the water tank.
Also, the reason police dogs never found her scent on the roof was because I don't believe she was there yet. It's possible she may have been kidnapped, held at the hotel for a short length of time, and dumped into the tank after the police dogs searched for her. I read the Wikipedia page for this, and it appears the police did NOT do a search of the entire hotel, so it's possible she was in one of the rooms at the time of the search. And, her body was disposed of in the water tank at a later time.
As for seeing someone's leg in this photo, it's too hard to say, the image is too low res.
